The United Kingdom and France to Deploy Military Personnel to Ukraine in the event that a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The British and French governments have signed a statement of purpose concerning the positioning of armed personnel in the nation if a peace deal be made with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he noted that the two nations would "establish military hubs throughout Ukraine and build secure installations for weapons and military equipment" to prevent any future attack.

The partner countries also put forward that the America would play the primary role in verifying a truce.

Moscow has consistently cautioned that any external forces in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this latest declaration.

The Situation and Ongoing War

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia at this time holds roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to support Ukraine for the long-term," remarked the UK Prime Minister.

Top officials and senior officials from the "Allied Coalition" took part in the Paris negotiations.

Speaking at a joint press conference, the Prime Minister noted: "It establishes the framework for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and rebuilding Ukraine's military for the years ahead."

The British leader also stated that London would participate in any Washington-directed verification of a possible cessation of hostilities.

Defense Assurances and Negotiation Stances

Lead US negotiator Steve Witkoff remarked that "long-term safety pledges and strong prosperity commitments are essential to a lasting peace" in Ukraine – referring to a major demand made by Kyiv.

The negotiator noted the partner nations had "mostly completed" their work on finalizing such pledges "so that the citizens of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, US President Donald Trump's special envoy, also was involved in the talks.

Separately, France's leader Emmanuel Macron said that Ukraine's allies had made "considerable advances" at the talks.

He said that "strong" defense assurances for the Ukrainian government had been reached in the instance of a prospective truce.

President Volodymyr Zelensky commented that a "significant step forward" had been made in the talks, but cautioned that he would only deem efforts to be "enough" if they led to the conclusion of the war.

Last week, he suggested a peace deal was "mostly finalized". Settling the outstanding 10% would "decide the fate of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the heart of unresolved issues for diplomats.
  • The Russian President has consistently stated that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will seize it, rejecting any concession over how to finish the war.
  • The Ukrainian President has thus far ruled out surrendering any land, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia follows suit.

Russia presently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The initial US-led multi-point peace plan that was extensively reported to the media last year was viewed by Ukraine and its partners in Europe as being strongly biased in Moscow's favor.

This led to a period of intensive diplomacy – with Ukraine, the US and European leaders trying to amend the document.

Recently, Kyiv submitted the US an updated framework – as well as distinct documents describing prospective security guarantees and plans for Ukraine's recovery, Zelensky said.
