Zelensky States He Lacks Explicit Security Pledge from Allies

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be deployed.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
